Loan Collateralization Program

BII collateralization of loans facilitates partner institutions’ long-term sustainability and “graduation” from USG funding. Activities that may be financed under the Loan Collateralization Program projects are: commercialization of Eurasian scientists’ biotechnological developments, extension of market for successful products, and market launch of innovative new biotechnological products.

What is the BII Loan Collateralization Program?

Successful applicants receive a loan from a local bank at a favorable interest rate to implement a specific project. The interest rate is negotiated between BII, its partners and the bank, and is generally supposed to be under the going rate for commercial credit. The favorable interest rate is achieved because BII collateralizes the loan, therefore, the bank’s risks are minimized.

How to apply

Proposals for the Loan Collateralization Program should typically contain a budget of up to $500K, and demonstrate a return on investment and full repayment schedule within 18 months.

The BioIndustry Initiative will no longer accept grant applications for basic research and development projects.

Submission of Loan Collateralization Applications

The form must be completely filled out. No space should be left blank.

BII Review of Loan Collateralization Program Applications

The BII Loan Collateralization Application Review process consists of two stages:

A. Review of Loan Collateralization Program Short Proposals

The BII Loan Collateralization Program Application should be completed and submitted as suggested above. This is the “Short Proposal”, which will be reviewed every quarter. All applications are screened immediately on receipt for completeness. If there are any problems with the submission process, the applicant will be contacted directly via Email.

Last date for Submission for each quarter: March 31, June 30, September 30 and December 31.

Decisions will be E-mailed to ALL applicants by: April 30, July 31, October 31 and January 31.

After review, each application will be assigned one of three possible decisions:

  1. BII is interested in the proposal and a Full Proposal should be developed in consultation with an assigned member of the BII Team, and submitted for further consideration.
  2. BII is interested in the proposal but would like the application to be resubmitted with additional information, as requested by the Review Committee. The Resubmitted proposal will be reviewed at the next quarterly meeting.
  3. BII is not interested in the proposal.

B. Review of Full Loan Collateralization Program Applications

A full proposal for the Loan Collateralization Program consists of documents normally requested by bank for completion of credit application, and documents confirming the information given in the short proposal.

The BII Review Committee will review the full-length proposal, and if appropriate, forward the proposal to the U.S. Department of State for final approval.
